Help Me Identify This Carp From My Garage

*i.e. "Bag o' Carp" from the internets, yo.

 

Anyhow. Doing cleaning, sorting for yardsale or Goodwill, etc. & came across this thing.

 

What is it? Adjustable for [girth? Length? Diameter? Radius?] & the release connector thingie has a spring to keep it closed into "lock the strap" mode. It is not medical grade or plastic.

 

The 2 pieces / portions with the metal rings, they are not fixed & can slide all along the belt for various reasons.
