Why would you say this ?  Their entire technological world is reverse engineering others inventions.  They require companies wishing to do business in China  to partner with Chinese companies to help facilitate their theft of intellectual property.

They have to buy aircraft carriers from Russia... Russia !!

Quantum computing's strength - parallel evaluation of numerous permutations/variables - make it a natural fit for breaking encryption.  When quantum computing gets beyond the NSA and well financed tech labs like the Google-NASA one mentioned in the article, it's going to have huge (negative) implications for online commerce and communication.

who says they haven't already had those implications?

I'm talking about encryption busting quantum computing in the hands of Joe Public, not just the NSA and a few very well funded labs somewhere.  When encryption can't be trusted, ecommerce will die.  More than that - ACH payment systems, credit/debit cards, etc. will no longer be secure.  Credit card skimming at gas pumps will be a humorous anecdote in the annals of history.  Ironically, this might help kill the current push towards a cashless society, but at a very heavy price as it also means no more secure communications (a tremendous boon to the surveillance state, a problem for national security everywhere).

Yes, yes they will but they will work so well they will render the blockchain obsolete.

It might be wise to invest in currencies that use a quantum resistant blockchain.

One aspect of quantum key distribution is that it is secure against quantum computers. Its strength does not depend on mathematical complexity, like post-quantum cryptography, but on physical principles.
