A receiver who is lined up outside the tackle box and coming back to make a block on the line of scrimmage.  He was in motion and got past the tight end who was also lined up on that side.   You cannot block a defender under the waste in that manner.  It’s fairly clear in the rule book.  
It was also pretty clear that he didn't approach the defender from behind or the side.

Yep, sure fire way to fumble an exchange or make the RB hesitate for a split second.  It impedes the runner’s momentum trying to hand it off like that.

He hit him in the side of the knee.  The defender was crashing down on to seal the edge.

Pretty much. Been saying it all game. We win and so does Washington. We lose and they lose.

So predictable.
