Yes.  You just sign up for class.  Then the state does fingerprints and background check.  At least in Texas.

A close-knit family since they were kids, Veronica Billiot’s daughter Jessica Andras says she thought her mother was busy buying a new gun for protection at the Jefferson Gun Outlet when her calls went unanswered that fateful day.

“She just went to pick up a gun; the wrong place at the wrong time. She was a completely innocent person,” said Andras and sibling Brooke Rojas.

Billiot’s son Daniel Caple threw up the alarm first, rushing to the gun store with Jessica while Brooke Rojas was caring for her family.

“Started talking to the cops and telling them my mom’s car is in the parking lot. It’s the red SUV. The police came back a little while later and said ‘there is a woman, does she wear a lot of rings?’ and we said yes, gold rings. My brother asked the police if her phone has been ringing off the hook and one of the detectives said yes, it’s been ringing off the hook. I said go by her, I’m going to call and you tell me if that’s my mon. He came back and said it was our mom,” said Andras.

From presser:

Dead suspect arrived at gun store with his brother and the brother’s two children to buy ammunition. Suspect’s brother knew the rules of the store which is to leave gun in car if the gun was loaded. 

gun cannot be loaded in store. Can only be loaded once on the range. Because suspect’s brother knew rules of store he left his own gun in his car in the parking lot.

the clerk did notice suspect had magazine in gun and asked suspect to show the magazine was empty. Suspect refused so he was asked to take his gun outside and put it in his brother’s car. Suspect’s  brother encouraged this. No argument/big confrontation seemed to take place from the video. Neither clerk appeared to be upset or visibly under duress. Suspect seemed to comply. Went towards door to parking lot. Opened door and exited briefly and fired a round/shot outside. Then turned back into the store and began firing. 
 

police are releasing some video today. And still shots. Suspect didn’t have much of a criminal history—DUI basically. No idea why suspect did what he did. Lots of ballistics and gun stuff to sort through. Many guns and customers were involved.

Also from presser: Video is played showing suspect firing a shot outside before turning back into the store and firing a fatal shot at the woman customer for no apparent reason. Won’t show this video because it shows her death. Crazy shit. Cop in presser said suspects brother is cooperating and said he believed his brother just flipped out. No one seems to know why the suspect did what he did.

...Michael Mayer, an executive at the gun outlet, identified Williams as the shooter.

He told The Times-Picayune/The New Orleans Advocate that Williams entered the store in the New Orleans suburb on Saturday with a loaded firearm and was asked to unload by a compliance officer.

Mayer said Williams “became agitated by the request and pulled his gun out of his pants and started firing.” He said employees and customers returned fire and “eliminated the threat.”

Mayer also said he was limited in what he could tell news outlets as the investigation is still ongoing.

Herbert Fischbach’s wife Nancy also confirmed that he was one of the three killed. She said Fischbach was a special effects specialist and an armorer, who supervised weapon usage on film sets.

Nancy Fischbach said her husband had been working at the gun shop because of COVID-19 restrictions on the film industry. She believes he died helping people inside the store....

Presser: Woman victim shot multiple times. Owner of store just one wound. Suspect was shot multiple times outside store by employees. Video appears to show that the clerk who asked the suspect to remove his gun from store after suspect refused to show that his magazine was empty did not appear to be upset or yelling. Suspect did not appear to be upset. Seemed to comply with instructions to take gun to his car. Suspect’s brother told police he believe his brother just lost it/flipped out. Police believe suspect intended to kill more people and was actively looking to o kill more people.

Also from presser: female customer/victim had arrived only a few minutes prior to shooting. She was not armed and had not completed the transaction to get the gun she had purchased. There is no audio in the videos but from all police have viewed it didn’t appear that there was any type of confrontation/argument with the suspect. He was simply asked to show his magazine was cleared. He refused. So they asked him to put his weapon in the car (brother’s car outside). Brother was encouraging suspect to do this. Suspect appeared to comply. Once he got to the door he briefly exited and fired a shot outside. Came back into store and shot female. Clerk and owner returned fire. Suspect was trying to go further into store/range to shoot more people. It is believed he is not shot until he was back outside. They are still going through ballistics and autopsies in order to do a reconstruction of the event. That is just some crazy ass shit.

He said his brother just flipped out and he doesn’t know why.

I know you're only reporting what you saw but this seems to go beyond just flipping out.

Well sure. It’s extremely odd and the person/officer repeated multiple times he didn’t know why. They have when what how and where and don’t know why. It’s odd someone with no real criminal history would do this with his brother and his brother’s two children present. Maybe he had an agenda. If so posts on social media or other writings may diss that out. Or he may be insane. It was surreal watching the footage of him initially going outside after being asked to take his gun to his brother’s car and firing a shot into the parking lot and then turning around almost robot like back into the store and at that point he shoots the female victim.

Joshua Williams, his brother, and two children went to Jefferson Gun Outlet to purchase ammunition. While they were inside, a store employee noticed that Williams was in possession of a loaded firearm. The employee advised Williams that he would need to unload the weapon to remain in the store, and Williams refused multiple times.

During the discussion, Williams walked to the store’s exit and opened the door before shooting into the air.  

Video 1: In this video, the suspect, 32-year-old Joshua Williams can be seen standing in the doorway, and firing his weapon into the air, outside of the store.

Video 2: After firing his weapon outside of the store, Williams then turned towards the inside of the store, where Veronica Billiot was moving towards the door. Williams immediately redirected the firearm to point it at her, then shot her. Billiot fell to the floor.

Video 3: Williams then advanced to the rear of the store, where he seems to search for other people. The video below shows Williams, armed, shooting into a room, and advancing through the halls.

After the video above, Williams exited the store, where he was confronted by four other store employees.

Williams was then killed in an exchange of gunfire with those employees.

Two employees were wounded by gunfire in the exchanges with Williams; one in the initial exchange and one in the parking lot.

I used to live in NOLA.  You visited me in NOLA.  Trust me, you were around a LOT of armed people you didn't know.

And I'm not even gonna bring up where you live now.
