Dallas cop arrested and charged with two counts of capital murder

DALLAS — A Dallas police officer has been taken into custody and faces two counts of capital murder, according to police officials. 

In a news release, DPD confirmed that Bryan Riser was taken into custody Thursday morning. He has been transported to the Dallas County Jail, officials said. 

According to officials, although Riser is in custody, he's on administrative leave pending the outcome of an Internal Affairs administrative investigation. 

Riser has been with the department since August 2008 and was assigned to the South-Central Patrol Division. 

No additional details were immediately available.

Chief Eddie Garcia will be holding a news conference at 1 p.m. Thursday to provide more details.

ahh yes.... we can arrest anyone on the street and charge them with double capital murder and the news team is given cliff notes and explicit details of the arrest.

 

arrest a fucking cop for the same thing and they wont release who was killed, when they were killed and why hes being charged with Cap murder.

Happening fast. The story I linked was obviously quickly written. Riser was just arrested this AM.

I flipped on the live press conference with the new police chief and he was releasing names of the deceased, etc. Sounds like one of the murders was done by somebody else who Riser (the cop) hired or convinced to do the deed.

Chief García said the charges against Riser stem from two unrelated murder victims in 2017. One was a woman named Lisa Saenz who was kidnapped in March. She was found in the Trinity River deceased from multiple gunshot wounds. Three men, Kevin Kidd, 28, Emmanuel Kilpatrick, 31, and Jermon Simmons, 35, were arrested at the time and charged with capital murder.

The other victim, Albert Douglas was kidnapped and killed in Feb. 2017. García said Riser had a relationship with at least one of the victims.

The police department first identified Riser as a person of interest in 2019. But even with help from the FBI, there wasn’t enough evidence to arrest him. Thus, Riser was out patrolling the community while he was actively under investigation for murder.

You know you're going to be made an example of when they don't follow the usual protocol of releasing previous marijuana usage of an alleged murderer.  

They're sitting on shit 'cause this guy fucked over the wrong guy in his department.  He killed somebody else's meal ticket and now he's proper fucked.

Even the district attorney’s office agreed with Bryan Riser’s lawyer that there was not enough proof to hold him for trial in two murder-for-hire cases that date back to 2017.

During a court hearing Wednesday, the Dallas Police Department’s lead detective admitted that police used faulty information to persuade another judge to give them an arrest warrant.

 

That included cellphone records that incorrectly claimed Riser was at or near the murder scenes.

The prosecution also said it warned Dallas police leadership twice there was not enough probable cause to move forward with a case against Riser but the department went ahead with the arrest last month.

Riser’s lawyer said DPD’s new chief, Eddie Garcia, should not have ordered the arrest.

"You’ve seen the affidavit which had all kinds of mistakes in it – is, I guess, what they relied on," said defense attorney Toby Shook. "To cause him to be jailed for more than a month, to ruin his reputation based on the flimsiest of evidence. So that’s the major problem with this case is the decision by Chief Garcia to order that arrest."

 
 

"The experience has been hell. It’s been a nightmare that we haven’t been able to wake up from," said Eboni Samuel Riser, Bryan Riser’s wife. "How do you restore someone’s credibility? How do you restore their... can he get another job now?"

Dallas police are not likely to reinstate him, saying the murder case was not the only reason he was fired.

"It is important to note that investigators followed the legal process and presented two probable cause affidavits to a Dallas County District judge for review and sufficient probable cause was found," the department said in a statement Wednesday night.

The case is still open and subpoenas are still out.

But Riser’s attorney pointed out that after what came out in court Wednesday, any evidence would have to be very compelling to arrest him again.
