All three. There used to be an issue of them robbing trains as they traversed the mojave desert. The SA's would stop the train in the middle of nowhere and round them up, there was no place for them to escape to.

You've got to love Soros' thoroughness.  For a 92 year-old New Yorker, the fact that he's able to get district attorneys elected in Los Angeles is really quite something.  Most 92-year-olds are worried about where their dentures are. Not Soros.  He's all over that shit.

Second-- and this is fucking primate, chimpanzee brain shit-- we are hardwired to HATE disadvantageous unfairness. Capuchin monkeys would rather that no monkey get any treat at all than accept one treat for themselves while another monkey gets three. Kids are the same way. (Important note-- monkeys, kids, and a lot of adults are usually fine if they are the ones getting more treats). And when people see images of shit getting stolen and people getting away with it, that monkey instinct kicks in.  Someone is getting away with something, to my detriment, while I am following the rules. And the argument (more or less explicitly stated by some Dems and community activists) that we should tolerate a certain level of visceral, easily visible disadvantageous unfairness because of broader structural inequities that are behind the crime-- is just a non-starter on the monkey brain level.  It can be accepted only as long as that unfairness can be disassociated from you personally.  And that's hard to do with a train full of stolen Amazon shipments.

Of course they have jurisdiction.  California has lots of problems with tolerating theft.  
 
I am anti drug war.  And wish our jails were cleared out so we could focus on warehousing the violent and career thieves. 

Interestingly enough, Texas has a higher rate of property crime than California. So I’m not sure tolerance has anything to do with it.

Glad we're kidding, amigo. I was addressing your comparative desire for understatement which, as it turns out, I favor to having everyday events described as amazing, incredible, or tragic. In that progression, terrible sounds pretty mild.

I merely graduated your conservative (not political) approach to description to how an even greater crime than theft such as aggravated assault would acquire the adverb damned in your descriptions.

The probable reason why Massachusetts has the lowest rate is the micks in Boston never report their shit stolen, they just go out and steal somebody else’s, who then does the same, and this continues on until finally about a year or so later you steal back the shit originally stolen from you.

With the media attention this is getting, I am sure UP will step up their policing. Or I should say, go through the motions. I do a lot of street portraits of travelers and I see fewer and fewer of them pass through Houston. It bums me out because I like the subject matter and all this shit probably will deter riders.

After commenting in this thread about graffiti on trains, I had one person contact me about my documentation. However, if anyone is curious about train hoppers, I would look up Shoestring Hobo or Stobe the Hobo on YouTube.
