  3. Kaliningrad used to be called Konigsberg and was an East Prussian city. Lots of Prussia is now Northern Poland but we usually associate Prussia as a founding state of unified Germany. The Region of Kaliningrad is Russian and separated from the rest of Russia by Poland, Lithuania and Belarus. It's important as a warm water port for Russia though through global warming Russia is hoping to have more ice free ports. Anyway. Russia covets this area and being isolated from mainland Russia by almost 700 km means there is a risk that Russia may want to control the land bridge to it instead of basically relying on easements. That's probably where the Lebensraum reference fits in.

  10. What if we charged the Bitcoin guys a flexible rate based on surplus capacity instead of refunds/credits when we want them to shut down. Get out of the subsidization of their business model and make it true market based. We have 1 GW excess price = x We have 10 GW excess price = .9x We have a shortfall and the price grows to 3x or 4x, a point that it is unprofitable to stay online, so market forces cause them to drop offline. This model would probably actually encourage more investment in production to capture the surge pricing. There are things to work out but that would be better than corporate welfare for bitcoin

Truly remarkable business model our state government has enabled. On the AG "General" thing. its the general attorney for the state of Texas as in not for specific things but things in general. so Ordinary, Typical, or All-Purpose could apply just as equally which makes the use of the term "General" that much more stupid. It's not the same as military ranks where you have different levels of officers for Company Grade, Field Grade or General Officers.

  21. Yep, like an EKG won't show an arrythmia if it's not actively happening. These types of things require constant monitoring and recording to detect episodes. They may already know what is causing it and are just obfuscating.
