Welcome to Edition 1.44 of the Rocket Report! There remains no let-up in the world of lift, with lots of activity in the realm of smallsat launchers as well as some interesting speculation about the future of Aerojet's rocket engine business. Oh, and we think we know why SpaceX hasn't had too much to say yet about a Falcon Heavy Moon mission.

Relativity announces first launch contract. The California-based rocket company Relativity announced its first customer on Friday, the global satellite operator Telesat. The contract for flights on the Terran 1 rocket includes "multiple" launches, but in an interview with Ars Relativity CEO Tim Ellis said he could not provide additional details. Although this is the first contract the company has chosen to announce, he said, Relativity has signed other binding deals earlier.
Good company to be in ... Ellis said Telesat has been in discussions with Relativity for a while, so the satellite operator has had good access to Relativity's launch technology. After this due diligence, Telesat chose Relativity in addition to previous deals with SpaceX, Arianespace, and Blue Origin. Effectively, Telesat has decided that Relativity's Terran 1 booster, with a capacity of 1.25 tons to low Earth orbit, has the right stuff to help launch a major low Earth orbit satellite constellation that will provide global broadband connectivity.
Three companies chosen for DARPA challenge. Vector, Vox Space (a subsidiary of Virgin Orbit), and a stealth-mode company have qualified to participate in the DARPA Launch Challenge, the agency announced at the 35th Space Symposium. Industry sources believe that the stealth company is most likely Astra Space, a company developing a small launch vehicle, Space News reports.
A real winnowing ... The competitors will first attempt to launch payloads into orbit in January or February of 2020, with the exact launch window and location only revealed to the companies about 30 days prior. Each company that launches a payload into orbit will receive $2 million, and performing a second launch from a different site on short notice will earn as much as $10 million more. Some 55 companies attended an industry day on the challenge a year ago, but now only three remain. (submitted by Ken the Bin)
Rocket Lab offering satellite service. The company that launches from New Zealand says it will offer an in-house satellite platform that can be launched from its Electron vehicle. According to the New Zealand Herald, the company believes this satellite "bus" could be even more disruptive to the aerospace industry than its Electron booster.
Taking orders ... "Small satellite operators want to focus on providing data or services from space, but building satellite hardware is a significant barrier to achieving this,'' Beck said, adding that the company is already working with customers and taking orders for the new service. Manufactured at Rocket Lab's Huntington Beach, California, headquarters, a Photon spacecraft can be launched on Electron in as little as four months from order to orbit. If that's true, it is a big deal for the smallsat industry, as the process of ordering a satellite and launching it into space has previously taken closer to four years. Virgin Orbit officially adds Guam launch site. Officials at US Pacific Air Forces have issued a letter of support for Andersen Air Force Base to host launches and other exercises with LauncherOne and its dedicated carrier aircraft, the company said Wednesday. A launch from the island could take place within as little as 12 months.
More payload capacity ... The low-latitude site has clear launch trajectories in almost all directions, giving Virgin Orbit’s customers control over where and when their small spacecraft are deployed, the company says. The new location enables LauncherOne to deliver more than 450kg to a 500km equatorial orbit. Virgin says it intends to use the site both for commercial and national security missions. It does seem like the site would offer the military some measure of secrecy. (submitted by Ken the Bin)
Two sounding rockets launch quite a show. Late Friday night, two sounding rockets launched from a small spaceport in northern Norway. The two skinny rockets soared to an altitude of 320km, and along the way each released a visible gas intended to disperse through and illuminate conditions inside the aurora borealis, Ars reports.

Old launch tech ... This NASA-funded AZURE mission, which stands for Auroral Zone Upwelling Rocket Experiment, is one of a series of sounding rocket missions launching over the next two years to study this and similar phenomena. Friday night's mission involved two Black Brant XI-A rockets, a three-stage sounding booster with a long heritage dating back to Canadian military research in the 1950s. The Black Brant rockets launched within two minutes of one another from the picturesque Andøya Space Center in Norway.

SpaceX drops protest of NASA contract. The rocket company has withdrawn its protest of a contract the space agency awarded to United Launch Alliance for the Lucy mission, which is slated for launch in October 2021, Space News reports. SpaceX had argued it could perform the same mission for a “dramatically lower” price than the $148.3 million price NASA said it would pay United Launch Alliance.
A relief to mission planners ... SpaceX did not say why it dropped the protest. But according to the publication, the decision alleviates the concerns mission planners had about additional costs had GAO upheld the protest and forced NASA to re-compete the contract. The time and cost of additional delays would likely have negated any cost savings from going to a less-expensive Falcon 9 rocket.
Falcon 9, Crew Dragon appear to be a winning combo. Although it was generally regarded as a more risky play than blue-blooded Boeing in NASA's commercial crew competition back in 2014, SpaceX now appears poised to win the honor of becoming the first private company to launch humans into orbit. A crewed Dragon flight could come as early as this fall, while Boeing will not fly its first uncrewed mission until at least August, and NASA has acknowledged that this date may well slip again, Ars reports.
Eye-opening seat costs ... The article also attempts to break down the per-site price that NASA will actually pay SpaceX and Boeing. NASA has only released a generic number, $58 million. According to the analysis, NASA will pay Boeing about $71.6 million per Starliner seat and SpaceX $44.4 million per Dragon seat. One lesson from commercial crew appears to be that healthy competition among providers is good, and commercial contracts can lead to lower prices.
GEM 63 motor completes second test fire. Northrop Grumman’s new 63-inch Graphite Epoxy Motor solid rocket booster completed another step in its progression toward flight, a static fire test under "hot" conditions. The booster's temperature was increased to 90 degrees Fahrenheit for the test, SpaceFlight Insider reports. The solid rocket motor was previously tested under "cold" conditions in September.
Could be flown next year ... Among those closely watching the test was United Launch Alliance chief Tory Bruno, who is moving from Aerojet Rocketdyne’s AJ-60A solid rocket boosters to the lower-cost GEM-63 motor for the Atlas V rocket by 2020, and will also use a variant of it on the company's forthcoming Vulcan rocket. “By flying key hardware first on our Atlas V rocket prior to flying it on our Vulcan Centaur rocket, it provides increased confidence for the first flight of our new rocket in 2021," Bruno said. SpaceX sets launch date for first Starlink mission. SpaceX has announced a launch target of May, 2019, for the launch of its first batch of operational Starlink satellites, Teslarati reports. The publication says R&D will continue as engineers work to implement the true final design of the satellites, but a significant amount of the team’s work will now be centered on producing as many Starlink satellites as possible, as quickly as possible.
Everyone gets a network ... The race to provide Internet from space has seen many twists and turns, but now it seems like every major player in space either has its own plans for broadband Internet from LEO or has partnered with someone. Amazon was just the most recent entrant into this space. There will almost certainly be many more losers than winners, so getting functional satellites in orbit sooner, as OneWeb is now doing, seems like a good plan. (submitted by Ken the Bin)
Short seller raises concerns about Aerojet. The activist hedge fund Spruce Point Capital Management, which last year raised questions about satellite maker Maxar Technologies before its stock price tumbled, said it also believes rocket engine maker Aerojet is overvalued. "We believe the loss to Blue Origin was the death blow to Aerojet by losing ULA, its only customer in space launch," a new report by the investment firm states.
Contract losses ... According to the fund's founder, Ben Axler, Aerojet's stock has risen based on earnings the last two years, but at the same time it has seen critical losses, with ULA dropping the AJ-60 motor, the looming end of the Delta rocket's use of RS-68 engines, and the aforementioned AR1 loss to Blue Origin's BE-4 engine. Axler also noted questions about the future of the Space Launch System rocket, and Aerojet's contract to provide RS-25 engines. The report raises issues about financial reporting and management, as short sellers typically do in order to profit from stock price declines. "The investors are fundamentally missing the change that’s happening at the company," Axler argues.

Omega rocket likely needs Air Force to survive. As the Air Force nears the issuance of a solicitation for military launches for 2022 to 2026, Northrop Grumman told Space News it is hopeful about receiving a contract. "If we don’t win (an award), we’re evaluating what we would do with Omega," Former NASA astronaut Kent Rominger, who is Northrop Grumman’s vice president for strategic programs, told the publication. "Depending on the outlook and other factors, we could easily decide to press on with Omega. But there is a chance, too, depending on what we see, that we would decide at the time to not continue, or maybe put it on the shelf."
Let's break this down ... If the Omega rocket is not chosen by the military (it is competing against United Launch Alliance, SpaceX, and Blue Origin), it does not have a commercial future. The key question here is whether the Air Force wants to continue to funnel money into large solid rocket motors, especially since it is not clear how viable the long-term future of NASA's Space Launch System rocket is. How will NASA return to the Moon? In a feature article, Ars explains the state of play when it comes to the politics and hardware of the space agency's new plans to make a lunar return by 2024. For now, the NASA administrator is taking an all-of-the-above approach toward hardware, with a mix of NASA vehicles, such as the SLS rocket and private rockets. “He understands that starting a war between Alabama and SpaceX will be the end of the Moon program,” one Washington, DC-based source said. (This is also why SpaceX has largely been quiet about the use of its Falcon Heavy for a lunar return.)
Congress the key ... In the quest to institute changes needed to accelerate NASA's plans, Bridenstine will have to fight on multiple fronts. Large aerospace firms, with their influential lobbies, will want to protect existing contracts. NASA field centers will fiercely protect their turf. The White House Office of Management and Budget will be reticent to sign on to new, long-term costly programs. And there is simply the inertia of a large bureaucracy like NASA and managers who will resist change to their programs. However, Bridenstine's biggest hurdle will be Congress.

I need to ping my HQ buddy and ask that exact question ... because I, for one, want to see the wealth spread in a *competition* and you'll see us make the Moon by (at least) 2030.

Was at the launch yesterday with my son...   watching Falcon Heavy go up was cool, but watching the boosters return and the sonic booms was better.  Had a great time /csb

 

Also I don't think the folks at Nasa will have a say in SLS...  it's a political situation.  Fullstop

SpaceX loses the center core of its Falcon Heavy rocket due to choppy seas

It landed on its drone ship, but the ocean was too rough to keep it there

SpaceX successfully landed the center core of its Falcon Heavy rocket on a drone ship last week, but the vehicle accidentally fell into the ocean while in transit to the Florida coast. The company blamed the loss on choppy seas.

“Over the weekend, due to rough sea conditions, SpaceX’s recovery team was unable to secure the center core booster for its return trip to Port Canaveral,” SpaceX said in a statement to The Verge. “As conditions worsened with eight to ten foot swells, the booster began to shift and ultimately was unable to remain upright. While we had hoped to bring the booster back intact, the safety of our team always takes precedence. We do not expect future missions to be impacted.”

The center core is a modified Falcon 9 booster — one of three that make up the Falcon Heavy rocket. This particular core flew on Thursday, April 11th, from Cape Canaveral, Florida, during the second flight of the Falcon Heavy. The flight marked the first time the rocket had flown in over a year since its debut in February 2018, as well as the first commercial mission for the vehicle.
Following takeoff, all three cores of the rocket successfully landed back on Earth: the two outer cores touched down on dual concrete landing pads at the Cape while the center core touched down on the company’s drone ship named Of Course I Still Love You in the Atlantic. It was the first time that SpaceX had pulled off a triple landing. During the Falcon Heavy’s first flight, the outer cores landed just fine, but the center core missed the drone ship entirely and slammed into the ocean.

Now it seems that the ocean once again got the better of the Falcon Heavy center core. SpaceX does have ways to secure the rockets it lands in the ocean, including a robot known as the “octagrabber” that latches on to the base of the boosters. But because the center core connects to two side boosters, it has a different design than a normal Falcon 9 booster. So the octagrabber cannot hold on to it in the same way.
SpaceX has another Falcon Heavy mission coming up sometime this summer in Florida, one that will use an entirely new center core and the two outer cores that landed last week. SpaceX does plan to use the octagrabber for that mission. Perhaps the company has some time to update the robot to hold onto the center core, or perhaps calmer seas will be more conducive to transporting rockets.

Well all the news shit I have seen about the core booster mishap on the drone ship due to rough seas on the way back to Port Canaveral had led me to believe that the core had gone over the side and had plunged to the bottom of the Atlantic.

Well today on News 6 at 4 (home of the lovely news ladies with enormous uh tracts of land) they had coverage of the drone ship returning to Port Canaveral and there was the booster on deck and it had fallen over and had not gone over the side at all.

A SpaceX Crew Dragon capsule suffered an anomaly during an engine test firing at Cape Canaveral Air Force Station on Saturday afternoon, company and 45th Space Wing officials confirmed.

"On April 20, 2019, an anomaly occurred at Cape Canaveral Air Force Station during the Dragon 2 static test fire," Wing Spokesman Jim Williams told FLORIDA TODAY. "The anomaly was contained and there were no injuries."

FLORIDA TODAY photographer Craig Bailey, covering a surf fest in Cocoa Beach, captured an image of orange plumes rising from SpaceX facilities at the Cape around 3:30 p.m. Unconfirmed reports indicated the capsule was nearly destroyed.

“Earlier today, SpaceX conducted a series of engine tests on a Crew Dragon test vehicle on our test stand at Landing Zone 1 in Cape Canaveral, Florida," SpaceX said in a statement. "The initial tests completed successfully but the final test resulted in an anomaly on the test stand."

"Ensuring that our systems meet rigorous safety standards and detecting anomalies like this prior to flight are the main reasons why we test. Our teams are investigating and working closely with our NASA partners," the company said.

SpaceX's Crew Dragon, also referred to as Dragon 2, is designed to take humans to the International Space Station and successfully flew for the first time in March. The company was planning to launch a crewed version of the spacecraft no earlier than July, but was also planning an in-flight abort test, or a demonstration of its life-saving abort capabilities, sometime before then. 

It is unknown which Crew Dragon was involved in the Saturday anomaly, but each spacecraft has Super Draco thrusters designed to be used as a launch abort system. All SpaceX engines require occasional test firings to evaluate readiness and performance.

SpaceX's timeline to return crews to the ISS from U.S. soil will likely be revised to include a first launch sometime later in the year.
