I suspect those organizations are more akin to oligarchy/sycophantic types who have kowtow to Il Douche.

That would be surprising, in that they stand up for artist’s rights. But neither here nor there, as I’m sure nothing will come of this.

ASCAP and BMI will happily accept licensing fees from the White House if the artists haven't specifically opted out of allowing use of their music (I think on a song by song basis but am far from an expert in this area) in advance.

It's outside my usual area of practice, but I've been following these issues.  The performing rights orgs (ASCAP, BMI, etc.) have licenses for nearly every conceivable scenario.

One exception is political advertising and campaigns.  For those, you have to go straight to the holders, usually the musicians.  I suppose because of the political aspect that the orgs don't want to undertake (or artists don't want to let them).  Correction, as DDD notes, PROs will provide licenses for political things, if the artist hasn't opted out.  Many have.

Also, to use with a video, you need a "synchronization license," which PROs don't provide.

Trumpco has lost several of these.

One pain in the ass, though, is when an actual administration does it, that is, the government, the infringement is reclassified a 5th Amendment taking and the suit/claim has to proceed In the Court of Federal Claims.
