"Settlement" The property owners sued and "forced" GBRA into an agreement that GBRA would repair and maintain and own the dams and the property owners will pay for it. So it's identical to what the Dunlap people worked out, already have their improvement district created, but didn't have to go to court for it (McQueeney et al didn't have to either, just thought they somehow would get some money out of it I guess).
