another area that needs to be investigated. Why are younger people getting more cancer? Has to be some kind of environmental insult.

In a sense yes. Why would they care to ask the <1% back or change their discharge status?
Because they’re signaling to a significant portion of the population, that is/was politically motivated, that they made a mistake in kicking people out over it or forcing people to take it. It’s an attempt to mend fences in the midst of a recruiting shortfall. They must feel that this issue is a part of it.

Yeah there needs to be research into what's causing and address that. Did the health care system just get worse in the last few years? I don't think it's predominantly a systemic issue.
Insurance companies will be where to watch how this unfolds. They care only about the numbers and the numbers don't lie. If the death rates don't come down, then premiums will have to be adjusted.

Almost certainly.
This could be part of the gross numbers, but the novel trend is more young people getting cancer.
If you forced me to make some kind of total speculative guess I would say some food additives or even microplastics could be at play. It would also be wrong to totally dismiss one elephant in the room as a possible contributing factor. The immune system is your primary defense against cancer cells early on.
