I don't think it's a step down because it's a different role that Smith is going to play. He is part of plan A which was something like Whittington, Wilson, Smith and Wright

ESPN 300 WR Jake Smith has selected Texas, becoming the sixth top 100 prospect currently committed to the Longhorns. Continue reading to see what he adds to Tom Herman's offense:
What he brings: This guy is just a football player. Smart, heady, competitive and deceptively fast. He's versatile and could play on the inside or outside and is an ideal fit as a return man. Smith is one of those kids who quarterbacks are drawn to because he is so reliable. He has terrific ball skills and makes plays in traffic. You know exactly what you are going to get with him, and it's going to be productive. His ability to develop as a route runner could make him even more dangerous in creating separation.
How he fits: Smith is joining a very experienced group of targets in Austin. Collin Johnson, Donovan Duvernay and Reggie Hemphill-Mapps, not to mention John Burt and Jerrod Heard, assuming all return for the 2019 season.
Reminds us of: Trey Quinn, SMU. Smith is so similar to Quinn when Quinn came out and originally signed with LSU. Just two savvy, smart players who know how to get open and have better speed for which they get credit.
How the class is shaping up: Texas is starting to pick up the pace, as Smith makes nine verbal commitments, six of which are in the ESPN 300. It also has cast a bit of a wider net into California, Georgia and Arizona. However, its top two highest-graded prospects are in-state commits OT Tyler Johnson and ATH Jordan Whittington. Much is expected of QB Roschon Johnson, who athletically fits Tom Herman's offense well
