There hasn't been a new refinery built in the US since 1976 and the O&G companies exacerbated the issue by shuttered several refineries during the pandemic with no plans to reopen them. This has led to the remaining refineries running at 95+% capacity.
That's not on Biden. Hell, he was still in his first term as Senator when the last refinery was built. That's a long time ago.

Premier League to scrap fixtures between Boxing Day and New Year in a shake-up for the 22/23 season. The traditional Dec 28/29 games will be moved in a bid to ease clubs back in after the World Cup. Fixtures to be confirmed on Thursday.
