    This can't be overstated.  It's not the supply of crude oil that's the problem, it's refining capacity.  There hasn't been a new refinery built in the US since 1976 and the O&G companies exacerbated the issue by shuttered several refineries during the pandemic with no plans to reopen them.  This has led to the remaining refineries running at 95+% capacity.  

    That's not on Biden.  Hell, he was still in his first term as Senator when the last refinery was built.  That's a long time ago.
