  1. No I don't believe the majority of companies (within reason) are working towards bulk testing. There are probably extant capabilities that are need that are unknown... no project coordination. Most are trying to enrich their shareholders and that big retooling is not in shareholder's best interests is it? Do you believe the free market/private sector would have delivered the atomic bomb with out government direction/resources?
