It is a prudent financial decision to lock down the capacity that a water utility is going to need at some point.
Take-or-pay contracts of that nature are pretty common, because that's the only way reservoirs get built. A reservoir costs billions to build, and it's not going to be funded and built if you don't have guaranteed customers.
SAWS doesn't really "pay for water that it's not using." When it needs that water, it really needs that water. So it pays for that water to be available when it needs it. if it doesn't need it, ok. But the water was available to SAWS and couldn't be used by anybody else. So it really was used by SAWS.

If the show had started at 8:45 and had the arena been at a comfortable temperature, I think the show would've been ok. But when she doesn't start until 10:30 on a Sunday night and doesn't want the a/c turned on, it's kind of easy to be put into a foul mood off the bat.
Probably half the songs she played were some serious B-side shit. I mean, I know all of Madonna's hits. And she has a lot. I'm from the 80s, goddamnit. But I didn't know a lot of the stuff she played (and judging from the crowd reactions, I wasn't alone). And then she had two 15- or 20-minute little soliloquies, where she was trying to be deep and thought-providing, but was just vapid and trite and dull. I mean, that's a lot of content to have to slog through to get her to sing the songs you showed up to hear her sing.
When she does sing those songs, it's pretty entertaining. She's not much of a dancer anymore, but her backup dancers are entertaining. And the whole staging is often pretty cool. But on the whole, . . . meh.

It’s a very rational response. It’s big and showy for the Islamic world to see that Iran isn’t going to take its consulate getting bombed without a response. But the response is done in such a way that Israel can repel it with little difficulty and virtually no damage.
Israel can declare victory and call it a day based on the performance of its air defenses and the support it has received from its allies. And, in fact, that’d probably be the smart play.
But it’s not the play that keeps Bibi in office and out of prison. So really no chance of that happening.
