    it's a combination of cost+ contracts going to contractors who then have little reason to bother playing hardball with the union.  so stuff ends up overstaffed by 300%.  even the union chiefs are like 'why do we have so many guys standing around?' MTA just pays the bill.  and the cost+ isn't the standard 10% that it is basically everywhere else in the world, it works out to nearly 50%.  there's apparently only 3 companies that bid these things so no one rocks the boat.  and everyone involved is someone's brother in law or cousin.  so a strong union is a necessary condition but it's not sufficient to explain why NYC is $2.5 billion per mile and paris is $450 million per mile.

    NY unions aren't any stronger than those in paris and yet paris expansions are a fraction of the cost of NYC's.
