The key is that it has to be a handball offense. What it breaks down to is was james internationally touching the ball with his hands when it hit off his thigh then immediately hit his arm. I just checked the rules. It's not an automatic pk and red card just because a player's hand stops a goal. The play itself has to meet the definition of a handball, which means it had to be intentional or he had to have his hand in an unnatural position.
