Her name was Marge. She was the receptionist on the top floor at Exxon Production Research, one of my consulting clients. She would come down to the lobby to escort people up, because the elevator needed a key to go to the executive level. She had short, curly red hair, prototype brick shithouse body, and dresses that left little to the imagination. On one visit, as the elevator ground its way upward, I asked her what she was doing that coming weekend, and she replied that she was going to a Wesson oil party. Having no idea wtf that was, I queried her about it, and got invited to go along. Which I did. Your imagination can fill in the rest, but my clearest memory is hearing her say those dreaded seven words, "I thought it would be even bigger."

I'm sure a handful of recruits make decisions based on that, but the vast, vast do not. They tend to go to places that are (a) successful and (b) help them get to the NFL. That means being a winning program and having top-notch facilities.
I think the simple answer as to why Colorado fell off is that they weren't willing to keep up in the facilities arms race with the rest of the Big 12 that started in the early 2000s and essentially never let up. CU was always behind the blue bloods, but all of a sudden OSU, Tech, K-State, Iowa State, etc., started pouring hundreds of millions into facilities through the mid-2000s and also blew past CU in that regard.
Now their facilities are dogshit compared to pretty much everyone in the Big 12 except Kansas; they compare a little better in the PAC just because most of the schools don't care about football, but still way behind schools they would be competing against for recruits like Utah, Oregon, Washington, etc.

As for the Texas Longhorns football team, I'll be rooting for them regardless of who we're playing or what conference we're playing in. It's not going to be a cakewalk in the SEC simply because "we're Texas." We may have great success, and I hope we do, but it's not guaranteed. If you actually read what I've posted, you'll see that I've never said we're going fail, only that success isn't quite the guarantee some people seem to think it will be. That's all. Baylor and Kansas State have exactly as many Big 12 titles as we do, 3. To suggest that we're somehow going to roll into the SEC and be instantly competitive absent some wholesale changes (which I certainly hope we've made and/or are making) is a little overly optimistic.
