  13. Tossing aside that conferences usually dictate a minimum amount of sports required to participate, you would have a Title IX issue with your hypothetical above. It covers a lot of areas, but in participation it looks at total female opportunities vs male opportunities. Usually to be in compliance you need to either be even OR you can be uneven but offer every competitive sport that can be staged. So, you could have an imbalance of more men to women athletes, as long as you were fielding every female athletic team possible. Once you don't though (e.g. Iowa, Stanford, etc) the cuts come hard and fast to get to even. That's why when you see cuts like these they are generally weighted towards the non-revenue male sports (In the Iowa article, 3 male and 1 female) because there is no female sport, or any other sport for that matter, that has as many scholarships as football.
