i got a standard fiat from europcar that i picked up in milan and dropped off in venice a week later that was not expensive at all...but the expense ratchets up if you want an automatic quite a bit.
one other thing to just be aware of with driving is that the highways (autostrade) are all tolls and can really rack up on long drives so just don't forget that.

if you want to be in the center of the universe, the 1st, 5th, 6th, or 7th arrondissement. however, everyone has their own experiences and the places they love that are scattered all over. one of the things i would strongly recommend is a place near a metro stop and a willingness to learn the metro/rer. it makes where you stay virtually irrelevant as it is one of the best and most convenient in the world.
i like le marais the most (4th).
as for spots, you need to give a bit more on what you like to do. art & architecture, food, history, activity, religious, etc...

les blues are my favorite, but i still can't believe they blew that shit in 2016 against fucking portugal.
brasil's lineup sure looks nice. deutschland uber alles is getting up there in age across the board.
portugal, spain, argentina always a legitimate threat in addition.
this world cup will be interesting for off-the-field storylines i suspect.
