I think it comes back to the power within the church and for years how they've never really been examined by the government as they were judged by their peers only for generations (privilegium fori). Due to this, you have the community deny that abuse could happen for so many years as priests were viewed with infallibility and couple that with Bishops and Cardinals who believe its best for the name of the church to not be tarnished by these accusations. Children are an easy target too as they are more easy to dismiss than young adults/adults and due to the availability with alter servers, education, etc. Due to these things, cover-ups occur instead of contacting the authorities, and the church still fights against releasing many of their records to this day.
They really need to be much more cooperative with authorities and bring the priests that committed or covered up the abuse to justice/ex-communicate and defrock them. The report also mentioned removing the statue of limitations to be charged for child abuse and allow for victims to sue the church regardless of the time, both of which should be done. The victims deserve justice.
