    It doesn't mean we HAVE to do something either. This is a law that will be very hard to reverse regardless of if/when our politics change. How many politicians are going to run on a platform that will inevitably be labeled as "making it easier for kids to watch porn?"

    I think I understand what you're saying. Is this right?

    The formula is such that: 1) a district becomes obligated to contribute to recapture at a certain percentage of taxes assessed, 2) in order to meet their operational needs, larger districts need to collect significantly more than that threshold, and thus 3) there's no way to completely prevent making themselves obligated to contribute to the state. But maybe that doesn't need to be the goal? Maybe the goal should be to factor in the inevitable need for local bonds (we already need them to some extent anyway). So, the district 1) assesses/collects less than what is actual required to meet its operational needs, and 2) knowing that it's going to rely more heavily on local bonds. In that scenario, AISD may only send $500 million to the state instead of a billion. But it could make up the difference with a $500 million bond every year. That would effectively double the amount of local money that AISD could utilize, and it's a net wash to local taxpayers.Β 

    Is there some reason that isn't feasible?

    I have a odd but perhaps effective way of dealing with these after the fact that I was sort of daydreaming about the other day.Β  Basically, if you take a blimp (it would need to be quite large to displace the weight, and car demolition electro-magnet, and fit around that a blast shield, that might work.Β  Β I don't know I'm not an expert, but just thinking about what a massive problem this is going to be not just in the conflict but after.Β  Considering that there may well be millions of these in play, one to one specialty equipment isn't going to realistically get the job done.Β  Obviously we demining equipment, but if we could figure another way to more safely remove and detonate these it'd be great.Β Β 

    Maybe a crazy idea, but someone is going to need to come up with ideas to deal with this, it's a massive problem.Β Β 

    Once air defense is gone, send A-10’s to plow the fields. That outta take care of most of the mines. Then they can just use mine-rollers and the modified tanks and tractors they got.Β
