My uninformed guess based on past experience is that this is probably based on previous relations with said chief. Emergency resource management is not quite as simple as "They need it, so let's send it. Right now!", and they know that. ETA: Maybe something good will come from the mention that the State knew ahead of time and was mobilizing well in advance of the storm. Maybe there's some method to the author's madness after all.

  7. Yep. I'm a firefighter who's had fairly extensive swiftwater rescue training and has made a few rescues in my time. Even so, I was utterly shocked by what I saw in the video of the water rising at the Center Point bridge over the Guadalupe. I've heard of and even seen some 'walls of water', but I had no idea something like that was even a thing. That video and these events have changed forever my view of flash flooding situations.

  19. Fucking hell. From almost nothing to above the roadway in less than 40 minutes, on a bridge that looks 30-40' high. I told my wife earlier that -esp with this being July 4th weekend - there were probably a whole lot of campers missing that aren't even being counted yet as 'missing', so I don't think they even have a good idea yet how many are actually missing. Then we saw a video at an RV park where there had been 28 RVs parked. They all got washed away. Unknown how many people made it out. Many of them - sometimes whole families - got washed downstream even with people trying their best to rescue them. And that's at an RV park. Now think of all the people who just roll up in their car and pitch a tent. I'm sure we haven't even come close to learning the true extent of this horrific disaster.
