It will. Our theater on Sunday when I went with my kids was pretty sparse.
One thing that annoyed me much more on the rewatch, the Netflix type need to restate the story multiple times via newscasts. Supposedly, Netflix and other streamers are committing to making content that constantly repeats the plot points throughout a show or movie since the Tik Tok generation is on their phones and not paying attention. This felt a lot like that but more because you can't just drop right into this one and not know who is doing what, who is this character now, and why things are happening.
For example, the weird newcast that talked about Ross's issues from the carnage and destruction of Harlem that happened back in Incredible Hulk. Never mind he was the Secretary of Defense for most of the period after Winter Soldier and he was somehow able to attain that position with the same controversy. Just seemed like a weird ham-handed way to link back to the first movie to get the viewer to remember Samuel Sterns. Later, there's another dumb newcast that tells you President Ross is heading to Tokyo to work on keeping the peace plan going...the thing they just talked about in the last scene. I was amazed that Spectrum News had such a crack team that knew everything the President was doing at any given moment.
Other issues I noticed. Sam goes to the Raft to see Ross wearing a sling. He is then shown at the end talking to the Leader with no sling. Ruth must've had a bigger part because in one scene she's wearing armor that looks like the Wasp. Next scene, she's not wearing the armor. It's obvious the Bucky part was tacked on and this was supposed to be after Thunderbolts. Seems weird to bring him back as the guy running for Congress when you realize in the trailer for Thunderbolts, he's sitting in on that Congressional meeting. I thought I saw that Thunderbolts was supposed to come out first and then Cap 4.
