There is a reason why I have always been keenly interested in bridges in the rail network in western Ukraine and Eastern Russia. Hitting those key transit points limits throughput via rail which puts greater stress on other modalities. As you start to limit the ability to ship via pipeline, the next "step" is to move the modality to truck or ship, it also reduces what else can be transported as oil and fuel are replacing something in the transport, it also reduces what else can be transported as oil and fuel are replacing something in the transport which is riskier and slower with much less throughput. This is an idea that is as old as time. Look at the early attempts in 1941 by the RAF and SOE and then by the US, starting in June of 42, in Romania. Stop the oil production, stop the ability to transport it, and it has a trigger effect across all parts of military readiness.
