  2. Was this the City Council's decision or the Jesus Garza's (the Interim City Manager)? It's my understanding that the Council had no input, nor were they informed until Friday afternoon, and it's not the first time he's done this (from October). Interim City Manager Jesús Garza is standing by his appointment of Gail McCant to lead the Office of Police Oversight, citing the city’s need to comply with the civilian police oversight measure known as Prop A. Garza named McCant to the job in late September in spite of a national search that was promised to residents by himself and his predecessor, Spencer Cronk. The decision was also done without informing the City Council and some city staff. McCant's appointment sparked concerns among community members, including social justice group Austin Justice Coalition and several city leaders. More than half of the City Council expressed concern in a post on the council message board last week. The council members said that while they found McCant “professional, transparent, and accessible,” the decision was sudden. “We were surprised there would be no national search for her role, as had been previously stated. Given the significance of this role and the high-profile nature of the office, why was the decision made to forgo a search and instead appoint the OPO director from within the City of Austin? We hope the City Manager can further explain his thinking on this decision, not only for our own understanding but for the understanding of the public who we all serve,” Council Members Chito Vela, Zo Qadri, José Velásquez, Vanessa Fuentes and Ryan Alter wrote. Council Members Alison Alter and Paige Ellis responded in support of the need for more information. On Tuesday, Fuentes told KUT it was a misstep for the city manager to appoint McCant without community input. "He had already committed to doing a national search," she said. "For him to backtrack on it I think underscores a lack of understanding of how important community engagement is to our community, especially when it's comes to policing." But Garza told KUT he stood by his decision. And from September: How would you like a job that pays roughly $30,000 a month and requires no documented work output? That's the kind of gig two longtime associates of Interim City Manager Jesús Garza and Mayor Kirk Watson landed this year, without competition from other candidates. From February to July, each was paid roughly $150,000 in taxpayer dollars to provide vaguely defined consulting services through subcontracts that were not approved by City Council – even though that amount of money usually requires Council authorization. The two consultants – Laura Huffman and Joe Canales – are on track to end the year as two of the highest-paid workers at City Hall (though as outside consultants, they don't get benefits offered to full-time employees, such as health care). At the rate the pair has been billing, each could make more than $420,000 by year's end – an annualized rate that exceeds that paid to Garza ($350,000) and approaches that paid to Austin Energy General Manager Robert Kahn ($475,009), the city's two highest-paid full-time workers. It is not surprising that people with prior City Hall experience and long histories with the two men currently ruling the second and third floors of that building were brought back into the fold during a tumultuous time for the city of Austin's bureaucratic machine. In a statement, Garza said as much. "The Mayor and Council brought me on board to be a change agent," he said. "To be effective in providing results, I did bring in people I know, including Laura and Joe, because of the breadth of experience and knowledge they both have, not just about city government, but the City of Austin specifically." Bringing them on board through subcontracts rather than initiating new contracts, which would have required Council approval, "afforded us with the mechanism for bringing Laura and Joe on to assist me in acting quickly and decisively," Garza continued. "The results we've achieved in a number of areas already, including legislative analysis, compensation structure evaluation and labor negotiations, speak for themselves." It is true that City Hall was in disarray when Garza was hired (in the wake of previous City Manager Spencer Cronk's ouster in February) and that the organization needed urgent change. It is also true that there are ways to expedite consultant contracts needing Council approval that strike a balance between urgency and transparency, which is both expected in a city that claims to value transparency and required by Chapter 252 of the Texas Local Government Code, which sets out procurement rules for municipalities. It appears that did not happen here. And just last week, Garza said he wasn't going to apply for the permanent position. Did Watson simply hire his old buddy to give himself cover to create these expensive gigs? Maybe they're needed, maybe not. But I don't like the Acevedo hire, and it certainly makes me question why this is all being done behind the Council's back.

  4. I hear you and am no geopolitical expert either, especially when it comes to East Asia. In the article written by the former State Department Analyst and Nuclear Scientist that's referenced in the above piece, they conclude we might be "hypnotized by deterrence": Washington and Seoul cling to the belief that their alliance backed by “ironclad” deterrence will keep Kim on the status-quo trajectory, perhaps with some minor provocations. There is a belief, entirely understandable, that more and more frequent symbols of our intent to retaliate will keep the North at bay, as will our oft-stated conviction that if the North attacks, the counterattack will totally destroy the North Korean regime. Yet, in the current situation, clinging to those beliefs may be fatal. The evidence of the past year opens the real possibility that the situation may have reached the point that we must seriously consider a worst case—that Pyongyang could be planning to move in ways that completely defy our calculations. Kim and his planners may target the weakest point—psychologically as well as materially—in what the three capitals hope is a watertight US-ROK-Japan military position. The literature on surprise attacks should make us wary of the comfortable assumptions that resonate in Washington’s echo chamber but might not have purchase in Pyongyang. This might seem like madness, but history suggests those who have convinced themselves that they have no good options left will take the view that even the most dangerous game is worth the candle. North Korea has a large nuclear arsenal, by our estimate of potentially 50 or 60 warheads deliverable on missiles that can reach all of South Korea, virtually all of Japan (including Okinawa) and Guam. If, as we suspect, Kim has convinced himself that after decades of trying, there is no way to engage the United States, his recent words and actions point toward the prospects of a military solution using that arsenal. If that comes to pass, even an eventual US-ROK victory in the ensuing war will be empty. The wreckage, boundless and bare, will stretch as far as the eye can see.

It's just another injection of chaos in world affairs. I suppose it doesn't fully matter if they all see an opportunity to take advantage, convinced we can't put out fires everywhere by ourselves. We have two choices: 1) continue to build up our democratic allies to hold them off at the risk of confrontation, or 2) retreat into isolationism and let the world fall under despots, authoritarians, and nationalists. We need to brace ourselves for some tough decisions and get ready while hoping we don't tear ourselves apart from the inside. This feels like one of those early 20th Century-type moments. For decades, a central part of the North Korean playbook has been to stage carefully measured and timed military provocations — some aimed at tightening internal discipline, others at demanding attention from its neighbors and the United States, or all of that at once. But to several close watchers of North Korea, the latest round of signals from Mr. Kim feels different. Some are taking it as a clue that the North has become disillusioned with seeking diplomatic engagement with the West, and a few are raising the possibility that the country could be planning a sudden assault on South Korea.

NATO admiral warns of potential all-out war with Russia Top NATO official Adm. Rob Bauer [Dutch 4-star admiral in the Royal Netherlands Navy] warned Thursday that a larger war with Russia and other adversaries is a real threat amid the ongoing conflict in Ukraine. Bauer, chair of the Western security alliance’s Military Committee, said “not everything is going to be hunky dory in the next 20 years.” “I’m not saying it is going wrong tomorrow, but we have to realize it’s not a given that we are in peace,” he said at a press conference in Brussels. “That’s why we have the plans, that’s why we are preparing for conflict with Russia and the terror groups if it comes to it.” Bauer emphasized the security alliance is defensive and does not seek conflict or a wider war. “But if they attack us, we have to be ready,” he added. Bauer gave the dire warning as NATO announced large-scale exercises next week involving all 31 alliance members, as well as candidate nation Sweden. The military drills, which run until May and are the largest since the end of the Cold War, will involve 90,000 troops and numerous vehicles, aircraft and ships spread across Europe. When announcing the drills, NATO leaders emphasized this week that it was vital to prepare for conflict and maintain readiness, even as the alliance remains defensive by nature.     Insomnia

    Hope the meds are helping. I've had struggles with insomnia for about ten years. But in the past few, I've found a few bedtime podcasts that help immensely and can put me out within just 10-15 minutes. I play them all on such low volume that they become a background noise that just makes me relax. "Sleepy Bookshelf" An English lady with a sweet voice reads chapters out of old novels like Pride and Prejudice for about an hour or so. "Sleep Baseball" A guy calls fictional baseball games from some upper Midwest minor league for a couple of hours. It's kind of along the lines of listening to a golf game on the couch that puts you to sleep. "Sleep with Me" A guy with the most boring voice you've ever heard tells long stories that are full of tangents about random shit (e.g., reading Wikipedia entries, describing British Bake Off episodes, and lots of other random crap) that he bores you to sleep. Always skip the first 8 minutes or so, which is when he makes annoying announcements. The next 10-15 minutes is the intro when he describes the show (I usually fall asleep during this part. It's virtually the same for each episode), and then the last 45 minutes is the meat of it, but I'm usually already asleep. Again, the point with all these is to just turn them down low, relax, and doze off. Give them a shot.

That would be ironic if Trump were your typical "small government" conservative, but it's been fairly apparent for a while that he's anything but that, and neither are his most ardent supporters in Congress or among the laity. I know you realize this, but it still bears repeating that Trump is an autocrat followed by authoritarian-minded people.

Thirty-three years ago, I was making fun of the center-right for not seeing the bigger picture that fascism was coming their way and was the future of their party with Pat Buchanan, Newt Gingrich, and Rush Limbaugh leading the charge. During the Obama administration, what was happening was even more evident with astroturfing the racist and xenophobic "Tea Party" movement as an anti-tax movement.   20. I'm not quite sure what you're trying to say here. There was a Bill Clinton quote about how Dems fall in love with candidates while Goppers fall in line. Then, there was a clear statement that this axiom doesn't hold true anymore. In fact, it's the opposite today. Trumpers are enthralled with Trump to the point that they'd almost be happy to have him as a dictator as a key point of evidence that they've "fallen in love". Is your comment a criticism? I really don't know what point you're making. Both? Is this a "both sides" statement? We have one side comparing Trump to someone chosen by God, and the other saying, "That'll do, pig. You're holding the line." Believe me, there is no "lust" for Biden from the progressives. I think what he's trying to say is that white Nordic immigration to the US is okay while brown Latin immigration is not.
