Countries with widespread or universal mail-in voting
Switzerland: Known for its extensive use of all-postal voting.
Australia: Utilized all-postal voting in a 2016 referendum and widely promotes mail-in voting for regional elections.
Austria: Allows all registered voters to apply for a polling card and vote by mail without needing a specific reason.
Canada: Non-resident citizens can apply to be on an International Register of Electors to vote by mail, although practical challenges with postal times remain.
Germany: Postal voting is common, with 47% of the electorate voting by post in the 2021 general election. Originally for those absent or unable to vote in person, the requirement to provide a reason was dropped in 2008.
United States: Several states implement all vote-by-mail, automatically sending ballots to all registered voters. As of 2022, these states include California, Colorado, Hawaii, Nevada, Oregon, Utah, Washington, and Vermont (for general elections only).
