But Winstanley already has the next chapter plotted out for his bar. The bar at 2313 Rio Grande St., that Winstanley has owned since 2002, will close at the end of month. Winstanley says he already has a new location locked. While he won’t share the location yet, Winstanley says he expects the new Cain & Abel’s to be open before the original closes at the end of April. “It is moving, 100%,” Winstanley told the American-Statesman. Winstanley has known since last summer, when the land on which his bar sits was sold, that he would eventually have to shutter. He just didn’t think it would come so soon, telling the American-Statesman last year that he estimated he had a couple of years left. More restaurant news:Veracruz All Natural owners opening restaurant in Mueller next week “I made my own assumptions based on the speed at which site plans move, which is usually a year to two years,” Winstanley said. “I guess when the tax man is going to get a whole bunch of extra taxes, they get a 300-foot tower built pretty quick.” Permits filed with the City of Austin indicate that demolition on the site that will be cleared for a 30-story student housing building will begin at the end of the month. Winstanley claims that Travis County taxing authorities and city officials desirous of more property tax income have been forcing the issue of redevelopment, which he says has led to the demise of his restaurants and others such as Hill’s Cafe. The two lots on which Cain & Abel’s and its required parking lot sit occupy about 1/3 of an acre and were appraised around $2 million last year, according to county records, with estimated taxes of about $40,000. By comparison, the nearby 18-story apartment building Inspire on 22nd sits on .3 acres and is appraised at $71 million, which led to an estimated $1.4 million in tax dollars. Cain & Abel’s opened in January 1991, taking the place of a bar called Abel Moses that existed on the site from 1980 to 1989. Winstanley said he believes the property was home to two separate bars, Bevo’s and the West Side Tap Room in the 1970s.
