It's worth reading, because it details the expansions, etc. Still, they include this section: I'd really like to get some clarification on this. Were they "unable" to secure grants or were they "too pigheaded" to accept them? The commissionersβ court transcripts say the latter.

Moser, who was first elected to the Precinct 2 county commissioners seat in 2012, previously had a long career in the aerospace industry. He holds a bachelorβs degree in mechanical engineering from the University of Texas, a masterβs degree in mechanical engineering from the University of Pennsylvania and Ph.D. studies at Rice University. At the NASA Johnson Space Center from 1963 to 1986, he served in key management positions including as chief engineer, program manager of the Space Shuttle and Space Station.
