This is exactly what I would do in that situation.
If your hot water hose bib for your washing machine hasn't froze, you can hook up a garden hose to it without special fittings.
I had luck thawing out my remaining frozen outside hose bib by taking my dryer vent off and running the dryer in my garage for an hour on high. It raised the temp in the garage 10 degrees. Do NOT do this inside your house though unless you want to asphyxiate, which might sound pretty good for some of you though right now.. .
That looks to be the end cap of a water hammer arrestor which is what the upright capped off pipes in Bojack's pic are. They are designed so that you have air pockets in your water system to eliminate the water hammer affect which will tear the shit out of your pipes.
I would be happy if that was my only leak as it is an easy fix. Just cut off the cap and solder a new one back on. A plumber could fix it in 5 minutes.
Holy shit! I just thawed out my frozen upstairs hot water (only big concern I had) problems by pulling the outside duct off of my clothes dryer in the garage and letting it run for an hour like the nice 240V heater/air circulator it is designed to be. Warmed up the pipes just enough.

Man that was a wild winter. I was visiting friends in Austin and the water seeps that run down the cliffs at Pennybacker bridge turned into huge stalactites over a foot in diameter. Once I made it home to west Texas we went out on a frozen lake with blankets and were using them as sails to fly across the ice. At night. God we were dumb. I live in a little old frame house and my waterbed heater and the house furnace couldn't keep up and I woke up feeling like I had polio because the cold water had sucked all of the heat out of my body.
Living by HEB Fiesta® on Lamar in the late '80s, we were so poor that we would drive on past HEB Fiesta® and hit up Food-For-Less for some generic goodness.
