That is the law of this society. Continued prohibition of the plant costs the nation an estimated $3.6 billion a year. Used as a tool for authoritarianism based racial profiling and life damaging incarceration that far exceeds demographic statistics. We all use it, but we only arrest and imprison "those" people at astronomical rates that have economically crippled and traumatized the populace for generations. With absolutely zero change in availability or usage since the prohibition began.
