for those that dont know, Ward Carroll is a (very) retired former F14 backseater. he actually interviewed the Captain of the Truman before they left for this deployment , and he includes some of that interview in this video.
The guy Ward brings on is leaning towards the collision's fault (according to rules of the ocean) being The Truman. Along with the news that it looks like none of the Navy ships were pinging their ALS at the time of the collision.
obviously under normal circumstances we dont want the Navy pinging the world where they are exactly.... however, this is a know anchor chokepoint, and anyone with eyes can literally see an aircraft carrier is transiting or about to transit the Canal.
And the lack of ALS being active in a congested shipping lane was determined to be a key reason for the two separate incident collisions of the destroyers U.S.S. Fitzgerald and John S Mccain that occurred near Singapore & Japan in 2017
