Based on the video it seems the fire is caused by the combustible screening. The narrator points out the bamboo scaffolding didn't fully burn in a lot of cases. Also, from what I can tell the facade was intact and not under some kind of recladding -- more like they were repointing the brick.

What amazes me is the distance the fire had to jump from one building to another.  In the U.S., you can pretty much ignore things more than 30' from your building.

And the Styrofoam over the windows. People could not see outside. Cross posting from DT. 

Those alarm systems were probably never functional if reports are the residents had to be told of the fire from people outside the building. 

The number of people killed in the devastating Hong Kong apartment complex fire has risen to 128 with as many as 200 missing, officials said Friday, as authorities announced eight more arrests over the blaze.

Fire alarms in all eight buildings of the complex were “not functional,” officials found during inspections carried out after the blaze, according to Director of Fire Services Andy Yeung. It was not clear if the alarm system was operational on the day of the fire, though residents previously told CNN their building alarm did not ring.
