The person sets the one clock in the town using the sun.  That clock becomes truth.  They put it on a tower.  Any other clocks get set by that time.  In the 19th century, trains get invented, making necessary standard time across broader geographical areas.  Telegraphs are used to communicate a standard time astronomically measured from observatories.  Or whatever.
