You live in Austin, you tell us. My understanding is it's going to depend on the local Co-Op, or CPS in San Antonio, Austin, Energy, or any local MUD that provides the power. What's kind of interesting here is that almost no one is arguing for the "socialized" solution of public utility treatment for electric power generation and distribution in Texas. Even the leftiest of poster here, except maybe B_T, is arguing for a fine tuning of the market system that we have erected. I had a post-college friend that was a full ride, non-Mormon rassler at BYU. We were at Kay’s Lounge on Bisonnet one Saturday evening back in the wild days of the Mountain West football track meets. I suffered through a Longhorn fiasco and stayed to watch BYU play the Marshall Faulk led SDSU Aztecs. IIRC, this after aggy beat up on Ty Detmer in the Holiday Bowl. My friend was an unassuming 5’ 10”, 165 lbs guy that was a cat-quick, strong as garlic bad mofo in disguise. He would cheer BYU when they scored and pretty much acted like any other normal person would. Of course, there was some big-ass aggy prick at Kay’s that would mouth off to my fiend and tell him to shut up and recount how aggy destroyed BYU, etc. and my friend just kept doing his thing and ignored aggy. Finally aggy meathead approached us, told my friend again to shut up and how he was gonna kick his ass if he didn’t. BYU scored again, my friend cheered and here comes aggy. He reached for my friend and didn’t like the results as he was quickly turned into a choked out, sputtering and blubbering pretzel. Wrestlers can bring it. Beware. /csb.7 points

It's not a question of government-owned vs. private-owned. It's a question of regulated vs. deregulated. On the other two grids, the market participants in the electricity market are generally private. There are some public entities, but they tend to be retail providers. The generators and wholesale providers are all private entities. But they are regulated. The regulators set utility rates, which ensure that the (private) generators and (private) wholesalers cover their costs and realize a reasonable ROI. Hence, they are incentivized to invest in infrastructure (including winterization).6 points
