A Portland man now faces felony criminal charges after police say he created a homemade bomb containing dog feces and tricked a former friend into setting it off.

Robb Alexander Stout, 48, placed the bomb into a plastic tool box and filled the box with dog feces he’d collected from his dog and dogs that had defecated around a courtyard, according to a probable-cause affidavit. He then set the toolbox up to explode upon opening, police say.

Stout admitted to police that he had set up the device because he was angry at his former friend for failing to return something of his, according to the affidavit. One of the things he and his friend had liked to do together was watch YouTube videos of people pulling pranks, Stout said.

Police contacted Stout after his former friend called them April 16 to report that someone had left the toolbox bomb on the back of his Camaro. When he opened it, “it exploded with such force that it sounded like an M80 going off and the dog scat was blown out of the toolbox,” according to the affidavit.

The man apparently wasn’t hurt, because court papers don’t describe any injuries and Stout wasn’t charged with assault.

Police who investigated determined that the toolbox contained a battery, wiring, switches and an airbag from a car.

Stout was booked into jail Thursday, but released after posting $2,000 in bail that same day.

Stout was arraigned Friday in Multniomah County Circuit Court on a felony charge of unlawfully manufacturing a destructive device. Police who searched his home say they found methamphetamine and a sawed-off shotgun -- leading to more charges of meth possession, being a felon in possession of a firearm, unlawfully possessing a short-barrel shotgun.

A Chester County man is out on bond after his arrest for drilling multiple holes inside Target changing rooms, police say.

Sean Anderson was charged with criminal mischief for drilling holes in multiple changing rooms at the Target on 100 Upland Square Drive, according to an affidavit by West Pottsgrove Township Police. Authorities believe he may be the same person responsible for drilling holes in other Target changing rooms throughout the area.

A loss prevention officer at the store on 100 Upland Square Drive was aware that someone had been drilling holes in Target changing rooms and had a description of the suspect, according to the affidavit. In fact, on May 4, employees had noticed holes in the changing room of that exact same Target and had caulked them over.

On May 9, the loss prevention officer noticed Anderson going in and out of dressing, which prompted her to check on the previous holes, the affidavit said. After noticing that the holes had been re-drilled, she called police.

The responding officer noticed multiple holes in different changing rooms and saw that one of the holes had gray foam inside, the affidavit said. The officer detained Anderson and, after walking him to his police vehicle, checked the area where Anderson had been standing.

There, the officer allegedly found a drill bit, wooden block and tweezers tucked inside the pocket of a pair of sweatpants that were on a rack. After searching Anderson, the officer said he also found a piece of foam that matched the foam inside one of the changing room holes.

Anderson posted bail after being charged with misdemeanor possession of an instrument of crime and criminal mischief for causing an estimated $1,250 of damage. Police have not said why they think he is the same person who drilled the holes in other Target changing rooms.

Manatee orgy causes traffic jam in Florida\

Manatees mate in herds consisting of a focal female and multiple males, from a few to over a dozen, attempting to mate with her. Mating herds are most often observed during the warmer months, but can occur year-round. They can last anywhere from a few hours up to a week long. The manatees are often observed splashing or climbing on top of each other in the water.

Man allegedly hiding drugs in butt accidentally shoots himself in testicles

A bungling felon from Washington state made a series of blunders when he shot himself in the testicles and tried to hide the weapon — all while storing drugs in his anus, a report said Wednesday.

Cameron Jeffrey Wilson, 27, was carrying a pistol in his front pocket while in his Cashmere, Wash., apartment on April 5 when the firearm accidentally discharged and pierced his groin and thigh, according to the Wenatchee World News.

Wilson, who is a 13-time convicted felon, told his girlfriend to dispose of the weapon before heading to the hospital, the paper said.

When the ex-con finally went to the hospital, a balloon of marijuana slipped out of his anus while a doctor was operating on the gunshot wound, court records show.

Cops also arrived at the hospital when alerted of the gunshot wound and searched Wilson’s car where they discovered a bag of meth in the blood-stained jeans he was wearing when he shot himself.

The officers issued an arrest warrant for Wilson and he turned himself in to police on April 18.

As he was being processed at the Chelan County Regional Justice Center, Wilson was strip-searched and another balloon of marijuana slipped from his anus, the paper said.

While in jail, Wilson made a number of calls to his girlfriend and asked her not to cooperate with investigators working on his case. Authorities were listening in on the calls.

The convicted felon was charged with possession of a firearm, unlawful possession of meth, possession of a controlled substance in a correctional facility, and four counts of tampering with a witness.

Wilson was being held on $110,000 bail and is due in court on June 18.

A woman from Arkansas now will spend time behind bars after she posed as a California sheriff's deputy to get her boyfriend out of jail.

Maxine Feldstein has been sentenced to 15 years in prison after she pleaded guilty to forgery, third-degree escape and second-degree criminal impersonation, KFSM reported.

Feldstein gave fake paperwork to Washington County Detention Center last July. Jailers thought the paperwork was real and released Nicholas Lowe.

Lowe, according to court documents, told Feldstein to pretend she was a deputy from Ventura County Sheriff’s Office, KFSM reported. 

He told Feldstein to tell Washington County officials California was “having issues with overcrowding and all low-priority extraditions have been suspended,” court documents stated.

Feldstein, who had bonded out of jail hours before, called the Washington County Jail, saying she was Ventura County Deputy L. Kershaw, KFSM reported.

Officials realized two days later they had been duped when a real Ventura County deputy called to pick up Lowe. 

Law enforcement arrested the couple about a month later.

Noah’s Ark attraction files lawsuit over flood damage

The owners of Northern Kentucky's Ark Encounter -- a wooden replica of the biblical Noah's Ark -- are suing over rain damage.

Yes, really.

In the Bible, the ark survived an epic flood. Yet the owners of Ark Encounter are demanding their insurance company bail them out after flooding caused nearly $1 million in property damage.

The Ark Encounter says in a federal lawsuit that heavy rains in 2017 and 2018 caused a landslide on its access road .

Crosswater Canyon Inc. and the Ark Encounter have filed suit against multiple defendants who comprise the business' insurance underwriters after their property was damaged by heavy rains.

According to the suit, heavy rains caused a landslide and some structural support damage near the ark exhibit. The ark itself was not damaged

"Subsequent to heavy rains, a significant landslide occurred along portions of the slope, which eliminated the structural support for the roadway, caused significant damage to the road surface itself and the incorporated improvements, and rendered portions of the road unsafe and unfit for use," reads the suit.

The lawsuit states that engineers fixed the roadway at a cost of $1 million, but when they asked insurers to cover the repairs, the insurers refused.

The defendants denied liability, according to the lawsuit, citing faulty craftmanship as the reason for the road issues.

But officials with Ark Encounter encouraged them to reconsider.

The defendants later said only a part of the Ark Encounter's loss was covered under the policy, the lawsuit reads.

"By refusing to pay all but a very small proportion of Plaintiffs' covered claim, the Defendants have failed to meet their Policy obligations and failed to handle Plaintiffs' claim properly and in good faith, causing Plaintiffs to incur significant additional loss and expense," the lawsuit reads in part.

The lengthy lawsuit asks for both punitive and compensatory damages.

Man allegedly hiding drugs in butt accidentally shoots himself in testicles

 A man who shot himself in the testicles was also found to be hiding marijuana in his buttocks, according to a report.

Cameron Jeffrey Wilson, 27, was carrying a gun in his front pocket on April 5 in Washington state when the firearm accidentally discharged, the Wenatchee World News reports. The bullet pierced Wilson's testicles and then went into his thigh.

Upon arriving at the hospital, a doctor was operating on the gunshot wound when a balloon of marijuana slipped out of Wilson’s anus, court records show, according to the report.

Police arrived at the hospital and searched Wilson’s car where they also found a bag of meth, the report said.

The man’s troubles did not end there, though.

As Wilson -- who is a convicted felon -- was being processed into the Chelan County Jail, he was strip-searched and another balloon of marijuana came out of his anus, according to the Wenatchee World News.

He was arrested and then charged with possession of a controlled substance in a correctional facility, but his legal troubles would continue.

From the jail, Wilson made multiple calls to his girlfriend asking her not to cooperate with investigators, according to a probable cause affidavit filed April 26 in superior court. Authorities listened to the calls and subsequently charged him with four counts of tampering with a witness.

Wilson has pleaded not guilty to second-degree felon in possession of a firearm and unlawful possession of meth. He also pleaded not guilty to posession of a controlled substance in a correctional facility.

Wilson is being held on $110,000 bond and due in court on June 18.

The state of Florida has declared him an honorary resident.

The U.S. Department of Justice announced a lawsuit Tuesday against a Spring Valley landlord who allegedly sexually harassed multiple female tenants at his properties over the course of several years.

Larry Nelson is accused of various sexual allegations dating back to 2005 against female tenants at two Spring Valley apartments he owned and managed. The Department of Justice alleges Nelson made unwelcome sexual advances to several female tenants, including requests to touch the women or general comments about their bodies.

The DOJ's complaint also alleges that he exposed his genitals to tenants and peeped through their bedroom windows. He allegedly entered the tenants' homes without their consent and demanded female tenants not have male guests at their homes.

The complaint also states that he offered benefits like reduced or waived rent in exchange for sexual favors, and threatened to evict tenants who refused his advances. The DOJ states that by doing so, Nelson was in violation of the Fair Housing Act, which prohibits sexual harassment and retaliation by landlords.

"Any landlord who sexually harasses his tenants or retaliates against them for refusing sexual advances, destroys their housing security and risks families' ability to keep a roof over their heads," Assistant Attorney General Eric Dreiband said. "Anyone who engages in this kind of disgusting and illegal conduct should be on notice: the Department of Justice will be coming for you."

Nelson could not be reached for comment.

The DOJ alleges the harassment was "a longstanding pattern or practice of illegal sexual harassment of female tenants over the entire course of his ownership and operation of his rental properties."

Some of the alleged incidents include Nelson asking one tenant, who lived at his Harness Street property in 2005, for sex multiple times in exchange for forgoing or reducing her rent. The complaint states he also peeped through her bedroom windows on multiple occasions.

The same offers of sex for rent were also allegedly made to a woman who lived at Nelson's Grand Avenue property in 2008. She was evicted after repeatedly refusing his requests, the DOJ alleges.

Last year, Nelson allegedly exposed himself to a woman living at the Harness Street property, peeped through her bedroom window, showed her a pornographic video without her consent and made sexual comments, including "comments indicating he had gone through her laundry looking for her underwear," according to the complaint.

"Let this be a wake-up call for abusive landlords," said U.S. Attorney Robert Brewer. "Holding a key to someone's property is not a license to exploit them for sex."

...He was between 5 feet 6 inches and 5 feet 8 inches tall with an average, stocky build and dark brown hair. He was wearing a long, plain white T-shirt but no pants. The woman told police he did have a black belt or shirt tied around his waist.

“As the victim and male passed each other, the male lunged at the victim, grabbing both of her upper arms,” police wrote in the arrest affidavit. It says the man then dragged the woman to the ground and pinned her down as he touched her inappropriately.

“The victim screamed and struggled to break free of the male’s grasp but could not,” officials wrote. “The male grabbed the victim’s throat and told her to stop screaming.”

The man allegedly reached around his back and told the woman he would kill her if she kept screaming. She didn’t stop.

“The male told the victim to keep quiet and for her to go into the wooded area by creek. The victim continued to resist and was eventually able to fight off the male and run away,” officials wrote.

The victim ran to the nearest house for help and police were called. Officers searched the area for the man but didn’t find him immediately. Four days later, the investigating officer learned that police had detained a man who matched the description of the suspect on the day of the alleged attack. He was wearing khaki pants. Police released the man that day because they were searching for a man wearing no pants.
