Actually the rule is even less lenient. It doesn't matter what position you are playing inside the tackle box - you can be tackled by a horse collar.

How is it that not one referee on the field knows the rules?

Horse collar is tackling by grabbing the collar of the opposition and dragging them down. It doesn’t matter what position they are playing

Actually the rule is even less lenient. It doesn't matter what position you are playing inside the tackle box - you can be tackled by a horse collar.
And technically Grier had already thrown the ball so he is no longer a ball carrier or potential passer and can't be horse-collared.
