We have the same lawyer to blame for that. After he originally issued his extreme fatwa based on the 19th century anti-deficiency act, he moderated it by clarifying the “life, safety, etc.” exception that formalized making people work without pay. Instead, he made the threat of shutdown just painful enough that it became useful as a weapon. It can’t be said enough: before this opinion Congress would get lazy and let funding lapse before getting around to it. People just kept going. No one cared. We could even argue things were more sane. This whole thing reminds me of dysfunctional self-harm rituals on a societal level. “If I fail this test I’ll cut myself, that will motivate me to study.”

Briefly, here is the law in Louisiana regarding sovereign immunity: §10. Suits Against the State Section 10.(A) No Immunity in Contract and Tort. Neither the state, a state agency, nor a political subdivision shall be immune from suit and liability in contract or for injury to person or property. (B) Waiver in Other Suits. The legislature may authorize other suits against the state, a state agency, or a political subdivision. A measure authorizing suit shall waive immunity from suit and liability. (C) Limitations; Procedure; Judgments. Notwithstanding Paragraph (A) or (B) or any other provision of this constitution, the legislature by law may limit or provide for the extent of liability of the state, a state agency, or a political subdivision in all cases, including the circumstances giving rise to liability and the kinds and amounts of recoverable damages. It shall provide a procedure for suits against the state, a state agency, or a political subdivision and provide for the effect of a judgment, but no public property or public funds shall be subject to seizure. The legislature may provide that such limitations, procedures, and effects of judgments shall be applicable to existing as well as future claims. No judgment against the state, a state agency, or a political subdivision shall be exigible, payable, or paid except from funds appropriated therefor by the legislature or by the political subdivision against which the judgment is rendered. So, let's suppose when Kelly prevails for the entire amount plus attorney's fees, how to collect it? He can't lien nor foreclose upon any property owned by the state or its agencies (Like LSU). Would his mouthpieces then be forced to lobby the state's legislature for an appropriation bill to fund the judgment? Is LSU dumb enough to go that far? Then again, Governor Kingfisher Jr. is involved so who knows?

Here's a couple from my childhood. Video Jukebox. When my parents got us HBO around 1982 or so, that's all the cable we had at the time. We didn't get the multi-channel package that included MTV until a couple years later. So HBO's Video Jukebox was my first intro to music videos.

Human trafficking? Rape? I guess if just using his position as President to just steal millions of taxpayer dollars for himself was acceptable, and now being done by Senators, I guess this is just water under the bridge. Anything dear leader does is ok. But if a normal person jaywalks then concentration camps for them. Yep. It is usually social media filters and not actual people being outraged somebody said suicide or blackface. Sort of like how you end up debating with bots on social media eventually. You interact with machines more than people. Fortunately we can crowd source and ban bots...for now. I guess as time goes on it will be harder to keep them out.
