The House Settlement also is going to try and essentially do what this order says with the NlL clearinghouse to determine that the payments are for legitimate value of NIL and I think everyone knows that’s a joke too and will be challenged if they ever try to cancel anyone’s bag.   15. Just to review, the executive branch does not make law. Most of the executive orders you hear about just set "policy", which can simply mean the executive order reads like an opinion piece and then vaguely instructs departments to work on memos, reports and such. I'm sure some of it has an impact but a lot of it is bluster.
