I asked very direct questions of the top people in the CIA and people who'd served in the Clinton administration.  And they said they believed that Saddam Hussein either had weapons or had the components of weapons or the ability to quickly make weapons of mass destruction.  What we're worried about is an A-bomb in a Ryder truck in New York, in Washington and St. Louis.  It cannot happen.  We have to prevent it from happening.

I don't know man, but sounds like they were worried Hussein would develop weapons capable of attacking the US.  Yet when we invaded their country and killed hundreds of thousands of their army / citizens we found fuck all.  Sounds like Clinton's policies and tactics kind of worked without the need for killing hundreds of thousands of their citizens.  And wasting trillions of our oh so cherished tax payer dollars... because that's the important thing, right?

SAMHSA has been funding substance abuse grants for years. I’m sure you were outraged by its activities under Bush and Trump, right? I’m sure you have a huge problem with red states wrecked by opioids being the biggest per capita beneficiaries.

He is talking about the issuing of grants for Harm Reduction programs. The Feds are not going to hand out crack pipes. Grants will be issued to community programs that may use them for Harm Reduction kits that can include things like needles, crack pipes, and what not.

This isn't really a new concept, needle exchanges have been around for decades. Granted, the Pro-Drug War crowd has always been opposed to such programs.
