Despite being retarded, he absolutely knows tariffs are paid by US importers. The fact that he specifies "tariffs paid by other countries" gives it away. If you really believed tariffs were paid by other countries, there would be no reason to say that.

The current USN is going through and existential crisis of failure after failure, starting with the Zumwalt, and all the LCS ships, the Ford Class being delayed because the elocromagnetic catapults can't push F-35 out, the Constellation class was cancelled, and now we have the shit Trump class ships that are 1/3rd the economic value of the DDGx that is now on hold. Lastly the F-XX 6th gen plane was cancelled.

I am not kidding when I say it is turning into the Russian navy, essentially asymmetric submarine force because surface ships are rotting. In just this year it will go from 7000 VLS cells to 6000, and this moron is only wanting to throw money at the problem
