Yes there should be be the equivalent of Flagrant 1 vs flagrant 2 if the hit is reckless or malicious

Well and if you are serious about player safety you gotta start calling offensive players for lowering their heads and do something there....but it's all window dressing since most of the guys with CTE are the linemen and LBs who have hundreds of little auto wreck collisions every year and rarely are ever involved in the issue of "targeting"

speaking of rule tweaks, there should be a provision on PI where severely under thrown balls aren’t called for PI. it’s already damn near impossible to cover a wr these days, we shouldn’t be rewarding offenses for making terribly under thrown passes that result in a PI just because the wr had to suddenly stop running.
