They do, but they obviously need to do a better job. "See what you hit" has been taught for decades. Hitting with the crown of your helmet has been illegal for decades, but it used to be called spearing.

Yeah, spearing was always on the books but almost never called.  But the spearing rule wasn't about protecting the player being hit, it was to protect the hitter from paralyzing himself.

Yes I know. That’s how I was taught. Just seems with the targeting calls being prevalent they would really preach it. That targeting wouldn’t have been called if he had his head up.
