Sucks that an audit won't happen to see what's been done with all this homeless-related funding.   Indirectly, that's what got the Banister lane project killed by Aleshire and a few other local stakeholders in Q4 '19.   The ORRs were getting ready to be filed and, magically, the council said "That's okay, we'll pass on the big white building.  The one that we were going to pay 2X over market for."

Since Adler/Casar are either sinister money grabbers or dysfunctional morons (or both) Built for Zero is organization dedicated to functional zero in the homelessness problem. Had they bothered to do any research they would have learned that Abilene, Texas (participant in this organization) reached functional zero in 2019 for veterans. Meaning they ended veteran homelessness.

If these asshats had bothered to read world wide case studies on homelessness before they and the merry band of dipshits running the city (into the ground) decided to unilaterally lift the 23 year ban on camping two years ago without the Austin Taxpayers having a vote, they would have learned that something like 80 communities (cities/counties) are participating in this program.

If Casar/Adler and their merry band of fucktards had done any real research they would know that 14 of the built for zero communities have achieved functional zero for chronic or veteran homelessness.

They would have read that 131,535 individuals have been housed by Built for Zero communities since 2015.

They would have learned that 45 communities have achieved a measurable reduction in overall homelessness. (Detroit is at 33% since 2020–yes in the middle of a fucking pandemic); Austin by contrast INCREASED by 45% since the fucktwats lifted the ban in 2019.

 

Minneapolis has housed 667 people from chronic homelessness from the by-name list and is still housing 20 people a month despite a fucking pandemic.

TLDR: Built for Zero seems to be working for several communities. Adler can’t be voted out fast enough. Casar should never be the next mayor. In short, either they did this as a cash grab knowing it would fail or they are too stupid to see what is working and employ that process to end it or both. Fuck them. Adler can GTFO.

What do you do with the truly mentally ill? I mean eyes glazed over screaming at the sky while shitting on a park bench mentally ill. Many also have anosagnosia (the inability to perceive their own condition), like outside of forcing them into a psych ward & being medicated what are the solution? I truly want to help these ppl but I'm at a loss.

So here is my simplistic but not too unicorns and butterflies solution:

- Set up what amounts to a detention or deportation center ("halfway house" type thing) - comfortable but by no means an apartment.
- Contract and buy a shitton of cheap(er) land 15-20 miles outside of downtown.
- Get strong but cheap construction to erect a giant shed-like structure that can hold a couple thousand (or multiple smaller structures) along with infrastructure (plumbing, etc., maybe a community shower/sink/cooking area or 2 or 10).
- Purchase bulk equipment like cots, blankets, etc. and very cheap separators or whatever (although not necessary).  A/C and big central heat would far too much to provide, but certainly things can be made comfortable enough and if the weather extremes are severe, well, that's a relatively rare contingency to be worked through.  Possibly some good insulation would greatly reduce heat in the summer (I have some foam stuff that is on the hottest side of my house and that stuff is amazing!!  Certainly a reasonable price could be negotiated for stuff like this.
- Purchase some rudimentary climate control (fans for summer, possibly a few large heating units for winter).
- Work with organizations (tax writeoffs, etc.) to send medical and educational resources (i.e. have classes, training, etc.) at classrooms.
- Work with local employers to establish bottom of the barrel employment if possible - even if not able to self-sustain, it's work for a resume).
- Fund a rotating staff to watch/provide security/administrate/instruct and mentor.. part of this team are employment specialists who can partner with organizations in town to hire halfway type help (cleaning, Mickie D's, whatever).

The goal of a place like this is to purposely set up a humane but not permanent place to shelter and get basic needs met.  In this type of place a homeless person who really wants to get out will demonstrate at least some initiative (even with some guidance at first if needed); they would be edified but also meant to know that the goal is to get out of here.  Meantime they'll be as comfortable as can be until they get a leg up.

People who snark or are bad shits can get evicted and thrown into a vehicle that will provide a bus ticket and drop them off (or jail, which I know is too overcrowded as it is, so that one will take some working out).  There would also be medical issues for a lot of them (drug rehab, psych help) but if you get as far as these ideas, you're at least halfway to solving that problem).

Rather than focus on getting these folks nice comfy homes without working on their habits (which take on average about 28 days to change permanently), which will lead to failure.. focus on the ascension out of borderline living and getting the skills to re-emerge as a productive person.

Yes there is some naivete to this and I'm sure a lot of problems would pop up.  But it's gotta be better than spending gabillions to buy old places where residents don't want them, throwing them into a place 50 at a time and spreading out the ability and $ to help.  

Don't take this too literally, but we don't have 25 little trash dumps in Austin, we have one huge landfill in TravCo where our shit is taken and dumped (but to some degree cultivated).  Quit trying to jump 5 steps with these folks to get them as "gee, just one of the neighbors".  Provide them shelter and hygene, a little training, then they can go look for their own residence when they have a little push up.  Security would be easier if APD could come to one location (reducing exponentially the amt. of manpower needed).  And centralizing this type of center would bring resources much more easily to them, rather than have to scatter out.

With maybe 3-4K of people in question it's a lot, but it's finite.  This is what I would propose, even through what I'm sure would be a lot of problems.  But it's a start.  And for the amount of $ already wasted on this by our Idiot 8 or 9 (giving credit to a few councilmembers like Tovo who seems to have her head on relatively straight), it seems like a better idea at least to me.

It would be nice if the council could actually do its job and prioritize what is most important and quit asking for more money.  maybe we don't need a fucking chunnel or to literally give people millions of dollars to buy apartments because they might be near a transit line.

Me too my man.  I've been in the business of helping them and it's a soul crushing beatdown.  They used to be the majority of homeless in ATX, but no more.  They are a subset.  Most are professional homeless people who are as I've described above.  They aren't that hard to spot and they deserve zero mercy, compassion, and least of all our dollars.

Basically that is what my firefighter nephew said after dealing daily with those people over the course of 10 years in the St. Elmo area of South Austin. He made it a point to schmooze with all those he came into contact with during the multiple calls to the various camps every day.or night.

Yep. All I know is that the last time I was downtown for some fun and drinks, we walked around to a couple of bars. It was November of 2019. Apart from a few other bar hoppers it was mainly homeless people we encountered. I felt like I was in Thriller...

I think the bi-partisan nature of the vote has them scared. They've had years to come up with a plan to "fix" the homeless issue. They passed a Welcome sign, proposed to buy a few buildings at way over market value, and that was fucking it. They watched their actions turn a beautiful city into a shithole and still did nothing. 

The people said fuck you, we've had enough. And NOW they are finally proposing at least something that doesn't fuck taxpayers out of more money.

Fuck these assclowns. I want to vote every fucking one of them out of office.

They created an environment that somebody like fitlump could get elected. Her whole platform was basically fuck these tent cities and it worked. That alone should tell you how badly the city "leaders" fucked up.

so...voters less likely to encounter actual homeless (on the outskirts) were more likely to vote for it than those inner city who are more likely to encounter homeless in their actual neighborhood...is that right? if so, that's interesting.

maybe the outside of core austin voters were sick of seeing tent cities and homeless parties on street corners when they came to the city center. i know many people who stopped going to austin proper for entertainment because they didn't want to deal with the homeless anymore. my wife and i used to go eat in downtown all the time. we stopped going a long time ago. i wanted my city back.
