Legally, it should be easy to know what they have at any time in the Black Sea. The Montreaux Convention restricts submarines to “riparian” states around the Black Sea. They have to pass through the Bosporus by day, on the surface, one are a time, and have to tell Turkey about it. So for the most part, keeping an eye on what is underwater there and has come or gone is just a matter of someone counting what comes or goes from a pretty pleasant perch in Istanbul.
 

I will leave it to forum bubbleheads to say what you would need to do to break the treaty and pass submerged. I imagine it would be dicey given commercial traffic.

It is very narrow and the currents are significant from what I understand.  Seems like it would be quite difficult if not impossible.

I think from a noise standpoint, it's dependent on the speed that they are moving.  A diesel running solely on batteries will have a VERY low noise profile, but will have to surface at some point to recharge.  Nukes can stay submerged for months, but the reactors are always running in the background, regardless of their speed.  

Some navy guys might want to opine on this?

Soldiers of the 80th Separate Assault Brigade as part of the Defense Forces in southern Ukraine defeated significant enemy forces and took prisoners. An oil depot caught fire in occupied Donetsk

We pretty much know where all the nuke powered ones are, we know where the diesels are when the diesels are running, and don’t know where the diesels are when they are on battery.  
 

during one of the libya flare ups in the 80’s Libya sent out one of its diesel boats.  There was a 688 out waiting for it and tracked it. The 688 had orders to sink it if it went to batteries.
