new-ish rule. 

last 2 mins of the half and anytime in the 4th quarter, if an offensive player fumbles on 3rd or 4th down. the ball is no longer allowed to be advanced past the original fumble spot

That's a dumb rule and seems arbitrary.  3rd or 4th down but only during the last 2 minutes of half or 4th quarter seems ridiculous.

its done in response to the various holy roller fumbles from previous NFL games.  The idea is the offense should not benefit from fumbling the ball (unless the person who fumbled recovers- that person can advance the ball).   

And keep in mind the 4th down fumble  rule has been in place for probably 15+ years.   they just made it a 3rd down rule at the end of halves and 4th qtr in the last year or 2.
