The law, such as it is (meaning there's not a whole lot of law on this subject after grand jury secrecy), favors non-disclosure of investigation materials other than by using them to try people in criminal or civil cases.  That's whether an investigation is ongoing or concluded.  The case for non-disclosure gets stronger if there is an active investigation.

This is law "by analogy" to the policies of the DOJ with regard to investigation materials, and things like FOIA that permit the government resist disclosure of investigation materials.

There's also probably a pretty strong argument that any investigation is a pretext and unlikely to result in criminal charges because of the statute of limitations.  For actual sex crimes, limitations is long or non-existent.  For any sort of "material support of sex offenders," it's probably five years.

 

in Texas an open investigation is privileged information under Tex. R. Ev.   however, they can waive it and hand it over, and if charges are filed they have to turn over pretty much ALL of it.

If by “people,” you mean people who vote for Republicans, then yes, absolutely.
