Can the refs hold up the snap waiting for the defense while the snap clock is running? Why doesn’t the defense just walk in the field then and the snap click would expire every time?


If the offense makes substitutions the defense has to be given a chance to make subs of their own. Ref only olds up the snap when the offense makes subs.

Yes, if the offense tries to sub late in the play clock.

Yes they can and it happens... We've done it several times in the last couple years, if an offense is late to sub then on defense you take your time to force the other team to burn a timeout or get a penalty.
