It's the arm talent and size. The NFL looks for a guy who can make the throws, has the size for the position, and is coachable to mold into a legit QB. Think prototype of Mahomes. 

They don't want finished products. They want pure raw talent that has the sky as the limit on their ability and Ewers is that. He's just very raw. 

He took a huge development hit skipping his senior season of HS. He won't say it publicly but you can see it in his face when he talks about it. He should be a redshirt freshman starter right now.
