If there is a better way to solve the prostitution problem other than making it legal, I’m all ears. 
Obviously the traditional people out there think that paying for sex is morally wrong, therefore it must be outlawed. I believe the past 2000 years of human nature has proven men will not be deterred from exchanging currency for sex even under the threat of jail or shame, and the same can be said for women willing to provide venue. 
Other than moral protests, the main criticisms of prostitution are safety, violence, human trafficking, and visibility. I believe you can solve most of those problems with legality and technology. With legality, you can have mandatory regulations, mandatory testing, workers rights, a safe place to work, unionization, etc. Technology helps with private practice. Imagine a woman who uses an App to screen new clients, verify test results of new or old clients, background checks, whatever. Not to mention, the groups who want to support or dissuade woman from this life can easily locate women and help them if needed. 
I am not naive to think legality will solve everything. There will still be people who are doing this for drugs, or because of an abusive relationship, or because they believe they have no where else to go. That will still happen. But maybe some of them can be helped by the support groups or union benefits. 
What I do know if the old way doesn’t do shit. It only leads to human trafficking, drugs, and shame. 
 

So, do you think any of the women pictured above would benefit from the great things legalization would provide? Let’s consider Nevada? None would make the cut at a legal brothel. Or be able to work as an independent callgirl or escort. These are women enslaved to pimps, or drugs, or other horrible circumstance.

The role of arresting street hookers is to inflict financial pain on pimps. The real deterrent on behavior as noted is stings on johns. It’s also a money situation for both. This isn’t even Craig’s list level transactions. This is $10 blowjob territory, not $300/hr GFE escorts.

I might believe in legal prostitution but it won’t solve the issues of the street or human trafficking. There are more folks enslaved in this country now than in 1860. Why is that? Same reason that drug trafficking continues, and weapons trafficking. International banks have made money for centuries laundering the funds of rum, slaves, opium, weapons, fentanyl, the list is endless. Nothing has changed in that regard and keeping shit illegal allows those in the trade and their enablers to continue to profit.

Back when I used to drive in to work, I got off 59 going south at Aldine Bender for gas.   

1.  The gentlemen at the gas station made it very clear that if I was only stopping for gas to move on.

2.   Their female companions made it very clear what that meant.

I got back in my car and got gas closer to work.   I know I coasted in on fumes because I drove 15-20 miles with the gas light on.   I made sure to always fill up before leaving Kingwood after that.

My Google Fu says there were 4 million slaves in the 1860 census, and in 2016 there were around 400,000 people living in modern slavery in the US.  I have a hard time believing your statement without seeing some sources.

The 2020 census put the US population at 331,449,281.  The 1% represented 3,314,493 of those, so there were 328,134,788 slaves in the US at that time.

I agree with you on both parts.   Legalizing is damn near impossible due to the prudes.   But the actual mechanization is pretty straightforward.   

Look at alcohol.   Not just everyone can sell it.   Different states have rules on whether it's a government run store (Virginia for example), liquor store only sales (like Texas) or available at liquor stores and grocery stores ( like California).   Legislate, regulate and tax the shit out of it.  

A brothel system where regular (disease) testing and licensure for the women along with regulations for the business are not that hard to establish.   Get caught running an illegal brothel?   Heavy, heavy fines and lengthy jail time for the operators.   I'm talking 20-30 years in jail.  Make it so painful that doing it becomes unprofitable.   The cut down on trafficking would be significant.  The increase in the safety of prostitutes would be significant.   And while we like to think it's because John Doe just wants a blowjob from a chick, we also cut down (but don't entirely eliminate) on dudes meeting up in park bathrooms.   If John's kink is getting spanked by a dominatrix, get it on.  But it can be done in the safety and privacy of a sanctioned brothel.  

But America doesn't like common sense answers.

  Bissonnet is most def THE hooker street. However there are a bunch of them around Houston. Telephone/Wayside area. Airport Blvd by Hobby. Some others around town if you know how they operate. maybe im on telephone road at the wrong times, but I've never seen girls up and down telephone road
